2. Policy rationale

The increasing involvement of teenagers in drug addiction, the increase in poly-drug use, the increasing trend of injecting drug addiction and the increase in HIV and other sexually transmitted infections among drug users and the increase in criminal activities have deepened and complicated the problem. is If this humanitarian problem cannot be solved in time, the nation will lose productive and creative youth and criminal activities will also increase, so it is necessary to find and adopt appropriate measures as well as build collective power. For this purpose, in order to control the changing nature and trend of drug production and transportation, it has become necessary to make the law enforcement stronger, more capable and resourceful by making and amending laws in accordance with the spirit of regional and international conventions. A decade has passed since the implementation of the National Drug Control Policy, 2052. The said policy has failed to resolve the increasing and complex drug addiction problem relatively, Nepal should also build an effective national mechanism to implement the commitments made in the international convention and protect the human rights of drug users and address the diversified complications that have appeared in the use of drugs in recent years. The need to do it has been felt by all the related parties. In this situation, it has become desirable to refine and modify the current drug control policy to make it clear, transparent, practical and implementable to provide cooperative relief, covering the need and commitment to solve and assimilate new problems and challenges.
